It sounds as though it's the other way round - you're opted in by default and have to turn it off if you don't want it.
At least from the RPS story and comments, that is - the MS instructions they link to sound as though it's opt-in.

It sounds as though Windows 10 is rather keen to share my WiFi password with all my friends. I don't think I like the sound of that.
