My hubby gets this all the time on his laptop and he has to shut the whole computer down to get rid of it. He does control-alt-delete and it isn't there either. He hates it that it keeps coming up and he has to shut down the computer to get rid of this. It is a virus???

Probably... tell him to run Malwarebytes and his anti-virus software.
